Cross-Cutting Issues and Disconnected Youth

On Your Own without a Net: The Transition to Adulthood for Vulnerable Populations
In the decade after high school, young people continue to rely on their families in many ways-sometimes for financial support, sometimes for help with childcare, and sometimes for continued shelter. But what about those young people who confront special difficulties during this period, many of whom can count on little help from their families? On Your Own Without a Net documents the special challenges facing seven vulnerable populations during the transition to adulthood: former foster care youth, youth formerly involved in the juvenile justice system, youth in the criminal justice system, runaway and homeless youth, former special education students, young people in the mental health system, and youth with physical disabilities.

Foster Youth

Cuts to Foster Care Funding will Jeopardize Children Living with Relatives (updated) by Casey Trupin and Vicki Turetsky – CLASP. Congress is working to reconcile House and Senate versions of the FY 2006 federal budget. The House reconciliation bill includes provisions to decrease federally funded foster care services by $577 million over five years and $1.3 billion over ten years. This brief examines the provisions, which, if implemented, would discourage the placement of abused and neglected children with grandparents and other relatives, impede efforts to reunify children with their parents, and make it more difficult to provide critical services to children and families. Originally published on November 9, the document was updated in December 2005. Pub No. 05-48. 5 pages. 12/5/2005
